OPEN LETTER OF THE “ALLIANCE FOR THE FUTURE OF THE TRANSPORT”

Acting on behalf of The Union of International Hauliers (Bulgaria), Transport and Logistics Poland (TLP), Romanian Association for International Road Transport ARTRI and the Association of Croatian Road Carriers- the members of the Alliance for the Future of the Transport – established on 28 April 2017 in Warsaw, the Alliance aims to create a platform for regular cooperation and exchange of information between the Organizations regarding the upcoming Road Initiatives, and any other legislative action on a European and local level that may affect the proper functioning of the Single Market.
In this respect we inform the Commissioner that the European transport sector is under severe pressure due to new legislation rules established in Austria, Germany and France. These protectionist measures impose an excessively high administrative burden on foreign companies, which can be seen as a serious disruption of the free movement of goods and services. Organizations have already initiated a set of concrete legal actions to secure the free movement of services and goods in the European Union despite the fact that the European Commission initiated infringement procedures against the above mentioned countries there is still application of the national law and sanctions for the transport companies.
We believe that creating a deeper and fairer internal market is a priority for the Commission and therefore the Commission as a guardian of the Treaties must also ensure that the application of national measures is fully comparable with the EU law. That is why the revision of Regulation 561/2006, Regulation 1071/2009 Regulation 1072/2009 and Regulation 1073/2009 should be discussed with the transport sectors in the member states.
We strongly insist that the German, French and Austrian authorities introduce an immediate moratorium on the application of their minimum wage until the final decisions on the infringement procedures against them.
We insist that a meeting prior to introducing the upcoming mobility package should be scheduled in order to protect the rights and legitimate interests of international haulers in all member states in EU.
